Director
Jeff Kaczor
 
Jeff Kaczor serves as the Director of Emergency Services. He began his career in emergency services in 2013 as a fire coordinator and has since progressed through various roles, including Deputy Emergency Management Coordinator, Deputy Chief, Deputy Director, and is currently serving as the Director of Emergency Services. His involvement in the fire service dates back to 1998.
 
 Kaczor is also a member of the New York State Incident Management Team (NYS-IMT), a STOP-DWI Coordinator, and a past Chief of the Rural Grove Volunteer Fire Department. He has accumulated over 1,100 hours of New York State training and ICS (Incident Command System) classes.

Deputy Director Chris Menge, a seasoned professional with a strong background in emergency response and management. Chris’s expertise in coordinating multi-agency responses and his ability to manage complex emergency situations make him an invaluable asset to our team. His strategic approach and hands-on experience have been crucial in maintaining the high standards of preparedness and resilience that Montgomery County is known for. Chris’s commitment to continuous improvement and innovation in emergency services helps keep our community safe and ready to face any challenge.
Assistant Director
Adam Schwabrow
 
Adam Schwabrow serves as the Assistant Director of Emergency Services for Montgomery County, where he oversees grants for all divisions within the Sheriff's Office, manages social media and public media releases, assists with daily operations, and responds to emergencies as needed. With a decade of experience as a former police officer and 15 years in various capacities within the emergency services offices—including Deputy EMO Coordinator, Deputy Fire Coordinator, Chief Deputy Coordinator, and Director—Adam brings a wealth of expertise to his role. Additionally, he has been a dedicated member of the Town of Mohawk Fire Department for 25 years, including a four-year tenure as Chief.

Dale Furman
 
Fire Coordinator Dale Furman, whose extensive knowledge and experience in fire safety and emergency response are second to none. Dale’s role is critical in coordinating fire services across the county, ensuring that our fire departments are well-equipped, well-trained, and ready to respond at a moment’s notice. His proactive approach to fire prevention and safety education has significantly reduced fire-related incidents and improved overall community safety. Dale’s dedication to fostering strong relationships with local fire departments and emergency responders is a testament to his unwavering commitment to the safety of Montgomery County residents.
Haz-Mat Coordinator
Tim Miller
 
Timothy Miller is the Hazmat Coordinator for Montgomery County. He has been serving in the fire service since 2001 and holds a Hazmat Specialist certification. Timothy also serves as a Lieutenant with the City of Amsterdam Fire Department, demonstrating his dedication and expertise in hazardous materials management and emergency response. Throughout his career, he has been involved in numerous high-risk operations and advanced training exercises, continuously enhancing his skills and knowledge. His leadership and unwavering commitment to safety have earned him respect and recognition within the fire service community. Timothy is passionate about public education on hazardous materials safety and frequently conducts workshops and training sessions.
EMS Coordinator
Lt. Justin C. Smith
 
Lieutenant Justin Smith brings a wealth of experience to the emergency services field. With over two decades of dedicated service in the volunteer fire department and 15 years as a paramedic with commercial EMS agencies, Lt. Smith has honed his expertise in emergency medical services.
 
Lt. Smith has extensive experience in managing EMS resources and has been instrumental in developing and maintaining the county's EMS Mutual Aid Plan. His commitment to enhancing Emergency Medical Services (EMS) in Montgomery County is evident in his daily efforts to strengthen the system.
 
Through collaboration and cooperation with his emergency management partners, Lt. Smith continues to oversee the daily operations of the EMS system in Montgomery County, ensuring it operates smoothly and efficiently. His leadership and dedication are vital to the ongoing improvement and effectiveness of the county's emergency medical services.
